No that is not normal, but the software is apparently reading your voltages wrong. All of your voltages are very low. If your +12V was, in fact, 8.150, the computer would not start. You should be able to boot into bios and under, usually hardware monitor, Find what BIOS is reading your voltages as. The ATX standard is they must be within +/- 5%. You should also be able to see the system temps there also. Those are probably the most accurate readings you can get. It is not unusual for software to not read temps and voltages correctly. I would check BIOS first.
Also, it would be of great help if you filled out your system specs. It will enable us to help you if we know what hardware we are dealing with. In the bottom left corner of my post, click on My System Specs and you will see mine. That is more of what we are looking for. the temps are correct i found out under the hood the cpu fan wasnt installed correctly its fine now (on idle @ 34c-36c / on gaming @ 39c-45c). but yeah im starting to wonder why +12V has 8.150v i think its wrong. ill check it in my bios
