Any Windows Phone 8 will work great with the Surface Pro 2. I have the Nokia 1520, and it works just fine with my Surface Pro 2.
What phone do you currently have, and what did you want to do with the phone?

My phone is 2 1/2 years I am ready for a upgrade. Since I am going to get a pro 2, I thought I would get the phone that sinks with the pro. The 1820 will be a MS phone and I can wait 3 months for it. I have a Sony CX 760 V camcorder and I hope the pro 2 allow me to record and view in one step, something the ipad will not do. I am retired and travel a lot. I am not concerned about the cost as much as getting a set up that works. Thanks Steve.

One good option for syncing is to use SkyDrive to share files between your phone and Surface, and any other PC with SkyDrive online.

In addition, the Windows Phone app will help make using it easier between the two as well. :)
