Fps drops, choppy gameplay and packet loss.

Hey all, i have had these problems for some time now and i can't find what is causing it. While playing games i get fps drop which i didn't before, i mostly play CSGO and i had stable 120fps but now it even drops to 60 and comes back to 100 in a few second which isn't that playable. Also dota 2 lags like that too and not to mention 20% packet loss on both of these games, and its not just these two its same problems even if i play another game. What can it be? I updated all my drivers except mouse and keyboard which isn't that much of an issue. Now about packet loss.. i share 50mbp/s internet with brother and its mostly causing me the packet loss while gaming. I wanted to updated my network drivers with intel utillity but it says i have no intel adapters installed or something like that.

I have a good guess that my CPU is overheating and i already ordered a new cooler since stock one is bad and noisy.. and uses 100% of fan speed during CSGO and Dota2. Is it ok if i posted the problem of packet loss here? Since this is all related to eachother(in my eyes).

Since i don't know what really is the deal, tell me what program to use and ill report back here with information.

Also i played Dungeon Defender 2 earlier and my cpu was on 66C and 100% fan speed the whole time, GPU was 51C and it was dropping fps every 10 second and also i teleported even when i used my internet by myself. Just an update to how my pc works.

Edit: when i said uses 100% fan speed i meant 100% cpu usage.. sry. Also it warries alot when playing a game it goes from 50-60% and then in a sec goes to 100% cpu usage, and i think this could be called cpu spike?
