UPDATE: UPS battery was failing but UPS software was not indicating a problem. And it seems Belkin is not in the UPS business anymore. Anyway, removed the UPS and the system works normally. Remembering and undoing and testing the various power settings and registry tweaks was a bit of a hassle.
