I have C which is the main hard drive but I also have F, should I plug it out before formatting?

Thanks, is there any specific reason for unplugging the HDD?

If you don't, there is some chance Windows will try to install some files to the other hard drive.

But when I do so after re-plugging the hard drive my computer regards it as D or sometimes H. I want to rename it to F after the formatting is done. How do I do so?

By going to Windows Disk Management, right clicking the drive, and choosing "change drive letter and paths" from the drop down menu.

You seem to be talking about "installing Windows", which is entirely different than "formatting", which simply prepares a file system and otherwise makes the drive usable. It's a good idea to unplug all but the system drive for the former, but you needn't unplug anything for the latter.
