I think WINRE_DRV and System_DRV are 2 hidden partitions required on GPT disks that are used with Windows. They were likely placed there during the Windows installation by default.
In that situation, you don't want C to be active.
As far as I know, you can convert a GPT disk to MBR, but I think you have to remove all partitions first.
Not sure about the above as I don't use GPT disks.
You apparently have Windows 8 installed in UEFI mode and Windows 7 installed, if that's what drive E labeled OS is. Your system boots from the active partition containing the boot files and it appears the boot files for both operating systems are in the partitions you want to delete. If you delete them, your system will not boot. To the best of my knowledge, you can only have 1 active partition on a drive. That's why it will not change C to the active partition, you already have one active partition. If you delete or change the active flag from where it is to the C drive your system will not boot. I am pretty sure all of the above is correct. I am not that familiar with GPT partitions.
Your current set up is correct for what you have.
As ignatzatsonic stated, you can change a GPT drive to an MBR drive, but you have to wipe the drive completely clean. But, if you do that you will have to try to install the boot files onto the E partition and mark it as active for the system to boot.
