    VLC has nothing to do from my experience, even on battery when a movie was running it didn't allow the laptop to sleep.

    Like posted earlier it sleeps on battery, but when plugged in screen turns dim and black after the set time but doesn't go to sleep.

    Yes if the settings are changed for plugged in, to allow sleep from prevent idling the laptop goes to sleep.

    It goes to sleep on both modes even if any app like G Chrome, Skype etc are running.

    Is it possible that some service is disabled and need to enabled to rectify this issue....just a guess?

    I don't know.
    This tutorial lists all the Win 7 services and default settings if you want to compare your service settings.

    Have noticed that since I ran the CCleaner after restoring the full back up created image my laptop goes to sleep at the specified set time whether on charge or battery, BUT if I watch a movie copied to the hard drive it takes a while to revert back.

    Does watching a movie copied to HDD vs running the DVD using optical combo makes any difference to sleep?

    I've never seen a difference in where I play a "movie" from, DVD vs. HDD ... but I can't say it won't make a difference for you/anyone/everyone else...
    Are you using the same program to play the movie from HDD and DVD?
    I have seen differences in what happens with sleep depending on what program I USE ...

    I always use VLC player, whether to play a movie using optical drive or from hard drive.
