One way to fix computers is by swapping components until the culprit is found -
pc won't boot
swap cpu
still won't boot
wasn't the cpu, put old cpu back in and try something else
did the OP use thermal paste with the replacement cpu ?
I know what the problem is; it won't boot with new cpu but all other components have been tested and work as I type here using older cpu. Either new cpu is bad or something I haven't tested is the proble or maybe motherboard. That's why asking for info, thanks.
The CPUs have unique identifiers. Your system 'knows' it is a new CPU.
But you could be correct: a defective CPU would explain things. However that is quite rare for authentic products.

This new cpu was a replacement from amd for a bad unit I Rma'd and I would believe that it would be good but sealed box you never know. Will try it again when I clear the cmos again.
