The Windows USB diagnostic tool fixed the problem. Solved

Update: The fix I thought I had below ultimately did not work. I finally did some very laborious searching on Logitech's website and finally found reference to erratic behavior of USB 2.0 wireless mouse/keyboards when plugged into computers also running USB 3.0 devices. it said that the USB 3.0 devices can cause interference with 2.0 devices and the solution is to separate the connections of the devices as far as possible. Then I realized why Logitech had included a little USB extension cord with my mouse/keyboard (would have been nice if there was something in the documentation that said that). I plugged the wireless transmitter into that and taped it under my desk, about 2 feet from my docking station. So far so good; I'll post again if that didn't work.

I had this exact same issue, and the Windows USB diagnostic didn't find a problem. However, plugging the wireless transmitter into a USB 2.0 port in my docking station instead of a USB 3.0 port, as suggested by msgerbs, solved the problem for me. I have two Logitech mouse/keyboard combos of different models that had this issue. Thanks msgerbs!

My PC won't go into sleep mode either automatically or manually so I just leave it on all day (the screen will go off at the pre-determined time though).
