I wanted to ask if very little openings under the laptop will make cooling Pad effective or not.

Also tell that cooling pad blows air into the laptop or out of it. (never used any before )

It's never a substitute for a proper cpu/gpu cooling fan and pathway cleaning. This should be done every 6 months minimum.

Its exterior cooling pads, so it blows gently on parts underneath the laptop and cooling the case only, but by cooling the case it cools the parts inside also.

I do not think you should open the bottom of the laptop unles syou know what you're doing. It can help the cooling pads a little but it will help more the laptop only, with opennings to evacuate hot air stuck inside.
