It says the Event Log service isn't running. When I look in task manager under services it says it's stopping.

It says that the Event Log service is unavailable and to make sure it's running. Under the service tab in task manager it says it's stopping.

I was right about it being a problem of something missing in the registry. I used the command prompt to reset the registry back to default.
    cd /d Q:\windows\System32\config
    xcopy *.* Q:\RegBack\
    cd RegBack
    dir
    copy /y software ..
    copy /y System ..
    copy /y Sam ..
