Disk wont create partitions/volumes at all, "An I/O device error."

I'm having a lot of trouble with this western digital hard drive, originally it was for a sky box I took it out and I want to use it for my PC, I've tried formatting the disk via command prompt but I'm having no luck.

Got this when trying to create a new volume/partition
VDS fails to write boot code on a disk during clean operation. Error code: 8007045D@02070008


In partition wizard, I'm getting "bad disk"

Most likely your Hard Drive is getting or is corrupt. Go to the website of the manufacturer and test your drive.

Can't create "System Restore Disk" ?
From Backup and Restore in Control panel...I get the errors in the jpg attached ? The drive is working and I can add and delete files at random to the D: drive. Currently I'm using regular CD's...not a DVD disk. Thanks....TR
