On my ASUS motherboards there are jumpers to set the USB ports to the power supplies Aux +5V bus. If I switch the jumpers to this mode the USB ports stay powered up when the PC is off. In my case it is for the power on by Mouse or Keyboard option. Switching the jumpers to the other setting sets them to run off of the normal +5V bus which is only powered up when the PC is on. Different manufacturers do it different ways, and not every manufacturer offers it. You'll have to read though the manual and look at all the options. It may not be labeled as what you expect.

Not when the stuff is as old as it is. It's time to replace it anyway.
Here is a link to the MSI "Supercharge" Utility Driver video. As I understand it , it works on the front ports that are connected to the JUSB1 Header on the MSI Motherboard. If your Motherboard (regardless of model) came with this Utility on its CD Driver Disk, I believe it will work with it (you will have an active set of USB ports, including after shutdown, with 3X the available milli amp power as a normal USB port).
