Did this problem just start? Did it occur after installing some Windows Updates?

When the PC starts in Safe Mode but not regular mode it indicates that a device, driver, or system change is interfering.
Did you make any changes 2 weeks ago?

I'm not sure what "I updated my drive" means. It could mean that you installed a new hard drive.

If the problem started right after you installed updates then yes, I would uninstall them and do a System Restore.
If not, then no, leave them be.

I would go into Safe Mode and then roll back or uninstall the display driver.
If you use Control Panel > Programs you can uninstall all the software that comes with the driver.

When you restart the PC Windows should install it's own display driver. You will be asked to restart - do that.

Then see if Windows starts and runs normally.
If it does, then install the PREVIOUS display driver, not the one that caused the problem.

My pc runs find except when i turn it on the screen is black for like a few
seconds also what happens if i uninstall the display driver i don't want to mess up my pc becuase i am broke right now. I don't have a other driver except the one i am using right now.

Oh. If this is a case where the screen turns black for just a few seconds, but starts up normally otherwise, then that could be something you might ignore.
If this is a case where the system is freezing with a black screen and will not start into Windows, that is another matter entirely.

You can download current drivers for free from the display company that makes your graphics chip from their website. nVidia or AMD. You can search for and find older drivers too.
NVIDIA Driver Downloads - Advanced Search
AMD Catalyst 14.7 Beta Driver for Windows

Windows has a built in graphics driver that will work on most PCs. There is little danger of breaking anything - you just may cause yourself more work, if anything. Many people have done this procedure without incident.
