Keyboard Malfunctioning in Desktop but not in my Laptop

I bought a new Cheap USB keyboard and plug it in my newly built Cheap Desktop. Everytime I press the arrow buttons to navigate in the BIOS, the Function were delay even when I type number in clock and some letters doesn't recognize properly. I tried to plug my new USB keyboard on my Laptop and it's function perfectly. Then I tried some other keyboards brand on the newly built Desktop and the problem still exists!

I replace the Motherboard with the same model and it's still malfunctioning.

    CPU: AMD A4 6300
    MoBo: MSI A55M-E33 FM2
    RAM: Apotop 4GB DDR3 1600Mhz
    PSU: Standard ATX P4-600W

    New Keyboard: Generic USB Keyboard
Other keyboard used: Dell Keyboard Keyboard, Acer USB keyboard (Problem still exists!)
Replaced Motherboard: MSI A55M-E33 FM2 to NEW MSI A55M-E33 FM2 (Problem still exists!)

    UPDATE
tried UPDATING the BIOS (Problem still exists!)
tried different USB socket/Hub (Problem still exists!)

Is the problem in BIOS only?
    In win7 all works fine?
Many keys work but cause a delay in output?
"some letters doesn't recognize properly" .... which keys give you a wrong character ? (give examples)
    You have a QWERTY keyboard?

Thank you for the reply! I appreciate it! I'm totally out of Idea and hopeless.

I newly installed Windows 7 Ultimate x64 still keyboard functions are second delay. Yes I have a QWERTY keyboard. when I long press for example "w" it will write "w" every second or two or when I typing fast "aksdhakjsdhakj" only 2 letters where detected = "asasa". or when I'm navigating using arrow button (Up,down, etc) I have to press it twice or trice to move.
I tried this keyboard on my laptop and it's working properly.
