does anyone know if the windows wheel has been put into the build 7000 edition. if so how do you use it.
your help would be most apriciated

I guess you're looking for that one: The Open Source Circular and Spiral Dock for Windows
Although featured on a bunch of early (fake) screenshots, it was never part of Win7.

bt if you look in some of the official microsoft videos its there and it can be used with micrsoft surface

Well, MS might have worked on something alike as design / concept study, but I haven't seen any official screen / video of a Win7 build including it.
