For what it's worth, it seems to work much better in W8.

On W7 and Vista I wait for the HD activity to cease. Then I run sync.exe from SysInternals.com. It flushes disk buffers to the hardware by simply locking the volume.

    Then I unplug the USB.

Copy sync.exe to a folder in your path(for example C:\Windows\system32)

    Open an elevated command prompt

    and type
    sync [drive letter]

    then hit Enter

example if your usb is E then
    sync E

and hit enter and you should see

Sync 2.2: Disk Flusher for Windows 9x/Me/NT/2K/XP
    Copyright (C) 1997-2004 Mark Russinovich
Sysinternals - Windows Sysinternals: Documentation, downloads and additional resources

    Flushing: E

Edit: it also has switches -r to sync all removable drives and -e to eject removable drives as shown at the bottom of this page: http://technet.microsoft.com/en-us/s.../bb897438.aspx
