Windows can't startup with USB 3.0 port connected.

    That may be a BIOS problem. Try to load something else - e.g. a live CD like this one which you can download from my one drive. Then burn it to CD.

    It still happens cause the external drive still connects, only remove both of them can solve the stuck

    Double check the bios boot order and make sure your internal HDD is above any usb drives
    Enter bios with the usb drive connected and it will be easier to see

    Can't do that because if the drive or any USB 3.0 connected then my laptop will be frozen and cannot do anything, even go to BIOS or Boot setup.
