I'm still in a pickle over USB flash drives.

    Cannot see any flash drives.

    Device Manager >
Code 28: The drivers for this device are not installed

But clicking on "update driver" > win7 cannot find any drivers online. Nor can I find any by manually googling.

It's the current Sandisk extreme 64gb 3.0 > Can someone plz link me the driver to download. I'm stuck.

From your description, sounds like the Windows USB Mass Storage driver is corrupt. Give this a try How to Repair Corrupt USB Mass Storage or CD/DVD Drivers
