Static drive letter and reformatted computer

I'm asking this cause not sure. Say I had an external hard drive or USB with a static drive letter. I hear the static letter is only for the computer I set it and for not other computers.

If I reformat my computer, would the reformatted computer have the static letter for the drive or is it like in the case where it's a different computer?

Yes. Static drive letter assignments are stored on the local computer. So if you move the external drive to a different computer, the new computer will assign it its own drive letter.

If you reformat, the local computer loses the static letter. It will assign its own. Or you can assign a static letter again
