Windows 7 Not Saving Scroll Wheel Options In-Game On Various Games

Recently, a friend of mine let me borrow his old mouse, Microsoft Notebook Wireless 7000, since my old mouse just randomly stopped working, and fried itself. After plugging it in, I noticed that the sensitivity was extremely high, as well as the scroll wheel. The mouse had some firmware in it that had me install Microsoft Mouse and Keyboard or something, which by the way isn't even supported by the mouse itself. (Nice move Microsoft *slow clap*) I went into the normal mouse settings, like when you search up mouse in the search bar, and tried to change settings. Nothing happened, I tried high, low, no difference. Period. So, I went online and found drivers for it, or, more accurately, Windows Intellipoint. I installed the latest version, 8.2, and found that it managed for the mouse to fix everything that it was intended to, except one thing. It helped the sensitivity, and the bits and bobs of a computer mouse, but it only did half of the scroll-wheel's job. First off, I'm a big gamer if i do say so myself, and so, I went on various games including Magicite, Minecraft, and Garry's Mod, and I found that the scroll-wheel was changed, but when I went out of the game, it completely reset to it's hyper-fast mode when I went back in-game, even with my settings. I'd have to restart it, and re-apply the settings for the Mouse again to fix it. However, it WAS changed not in game, and was what to be expected on web-pages, and other non-game programs. I have no idea what's causing this, but I have had other mouse troubles in the past, like windows not saving any mouse settings before, but I forget how I fixed them. Someone please help!!!!

Bump. I really want some help with this, and it's aggravating me like heck. Having a mouse that uses 3 units of scroll per cubed millimeter is crazy.
