I ran a clean install on the GPU, no change, problem still persists.
Did we make you load optimized defaults in BIOS yet? or clear CMOS?

don't know how, also my keyboard won't work in safe mode, how do I change that?
Is the keyboard plugged in to the usb port reserved for a keyboard/mouse?
For optimized defaults, go into BIOS and the option should be on Exit menu?
Yes it's in the correct spot, I don't believe it needed drivers.
Tried going back to an older driver fro my GPU and I restored bios to default(I haven't reset CMOS as I am afraid I may break something). No luck, problem continues.
