USB Emulation of a Serial Port
I have a Dell Latitude D620 with 2 USB ports and a Serial port. I need one of the USB ports to emulate a serial port. How do I do that?

I'm not sure that can be done or why one would want to do it.

What are you trying to hook to what and for what reason.
I am trying to run APM Mission Planner which uses a serial port to interface to a telemetry radio for the Ardupilot Flight Controller. The telemetry radio interfaces to the computer through a USB port which is seen as a serial port by the APM Planner software. The telemetry radio passes many parameters between a quadcopter and the computer.
If I read you right, you need one of these to emulate a serial port on USB.

I need to insert a USB plug into the computer that will appear as a serial channel to the software. Not the other way around.
