External hard drive/flash drives causing high cpu and slowdown

Alright so this all started a lot of months ago but now it's getting really annoying. At first I noticed my laptop acting up with my Sandisk flash drive that I've had for years. It'd take a while to connect then after it did whenever I'd eject it through the devices panel it'd say that the flash drive needed to be troubleshooted? It could never find what the problem was. Plugged in my newer flash drive and it acted the same. Finally tried my Seagate Slim Portable and the same thing happened.
Then after a while whenever I'd plug in one of them my laptop fan would kick up on high and my cpu would start to spike pretty high. It wouldn't happen immediately but after at least a minute of having it plugged in this would happen. Once I ejected it the cpu would still be spiking and I'd have to restart the computer to get it to stop. Also sometimes when plugging one in my cursor would really slow down or freeze for a bit then be normal again.
This happens no matter what usb port I try. Just recently when I decided to plug in my external hard drive into a different port the screen literally FROZE even my cursor disappeared and no keyboard input so I had to force it off.
I've tried checking if the ports needed driver updates but they're supposedly up to date. I've scanned my computer but nothings there. My computer has the latest updates too. I've even checked my settings to high performance. Is there any way to find out what's causing this?
