can't copy , delete , format on USB flash drive

I can't copy ,delete ,format USB drive ,
    copy
It shows that it is copied but right after I close and re open it's window it not there .
    delete
it's the same as above I delete the data's inside it but when I come back they are not there, also there's a folder that has weird file and folders name that won't get deleted . I also have a micro sd card that all of its data gets erased once in a while and it's remaining datas has also weird names .
    format
it gives me an error when I want to format it .

scaning for virus with kaspersky (nothing found)
I tried formating it in NTFS (gave error) ,
formatting it with third party applications(gave error) ,
fix bad sectors with chkdsk (windows built I. check disk tool). no error but nothing happened,
deleting ,formatting and partitioning using disk management (delete option was disabled ,formating for fat 32 had no error but nothing happened but when I tried to format it to NTFS it gave me error so no partitioning)
using diskpart I checked it was healthy and not read only .
I tried the clean , all clean command both successful . format command both for fat 32 and NTFS successful but didn't change to NTFS nothing changed .

every time I formated it in any methods and use clean command the datas on it remained or came back

USB drive and sd card are both silicone power. it's about a month that I have this problem.
    and I can't buy a new one.

My first thought is your PC is infected. But for the time being I shall keep it bottled. We shall look into it afterwards.
For now attach only your flash drive ( Silicon Power flash drive only. Please remove all other USB storage devices including any SD card/SD Card Readers/USB Hubs from the USB ports. Nothing on the USB ports except your Silicon Power flash drive and USB mouse/Keyboard, if you are using it)

Make sure your network connection is working. Run the online tool "USB Flash Drive Recovery For Repairing" from SP / Silicon Power-High quality, Exclusive and Unique Leading memory storage brand. After the repair/recovery operation, format your flash drive if need be.

If your problem still remains, install Malwarebytes Anti-Malware Free and check your PC and Flash drives/SD Cards/USB drives. https://www.malwarebytes.org/antimalware/

OK, Malware Bytes found some malware and removed it.

Now run the online recovery tool again and check whether it recovers your drive.

What about other flash drives? Are those functioning OK without any problems?

My next post only after another 10 hours.

If other manufacturer's flash drives are working fine and only this brand one is problematic and on top of it the manufacturer's recovery software cannot make it good, I shall give up on it as damaged beyond repair. If the flash drive and memory card are within warranty try and get a replacement.

Have you at any time used the flash drive as a bootable drive?

USB Flash Drive Recovery For RepairingUSB Flash Drive Recovery is an advanced recovery tool specifically developed for Silicon Power USB flash drive. If your flash drive is not working properly, in most cases it can be repaired instantly.

*Pease make sure the network connection status before to run the program.
*This software is designed to repair malfunctioning USB flash drives. It will not recover any data/pictures stored on the device. All data on your drive will be permanently erased during the repair process. Please backup the contents of your drive before proceeding.

Moreover, USB Flash Drive Recovery can disable the password on Win 7 for all Silicon Power USB flash drives. If you ever set the password for USB flash drive on Win 7, it might cause unrecognizable problem when you use the flash drive on different platform other than Win 7 OS. This tool can help you to disable the password and solve the problem directly.

Regarding the sd card, put it in a camera and format it there.
