Not sure that would be definitive your start up has obviously been modified by you or someone else
No GUI Boot/ start up delay-0 seconds and tweaked in advanced
Either defective or you have a ghost in your system changing stuff :)

Not pointing any fingers but makes you wonder.
If you go into advanced and change the selection it should allow you to select between 1 and max, 8 in this case, and if you select the make permanent option it should retain this setting. This is not working for the op though it does on my system. If the number remained as 1 whatever you did then it would be defective as well as being pointless having the option

Has the check mark been removed or not?
When being checked their should be a choice of how many cores to choose from.
If one has a 8 core cpu their should be a choice from 1 to 8 in the selection.
If the check mark is remove the number will be 1 but it doesn't mean anything until the box is checked.
