Ok mate I have in the past re-lubed fans in GPU's it is an easy enough job to do and all you need to do is remove the fan and if access to the bearings is difficult some of that WD40 penetrating / demoisturising solution / oil applied via a cotton bud should be enough to get the bearing spinning freely.Sounds like your fan is seizing up, to be honest. Perhaps the bearings are starting to go.
Depending on the brand of the fan you can also gently remove the sticker and the bearing should be visible from at least that side.
Just one thing don't go putting a lot of that stuff on.
