Lag and audio stuttering when using wireless mouse and keyboard

I created this account just to post this here. I've searched my behind off trying to find a solution to these problems and while I've found many similar issues and tried many different solutions none of them has solved the issue. This is an issue that 3 of our staff members have had.

The background:

This is my work computer. The specs are in my description (to the best of my ability). Our IT stuff is managed by an offsite company that is halfway across the state and has no apparently no idea how to fix this (maybe they're too busy currently as it is a new year?).

I recently had my computer replaced. The previous computer was old and was retired. It was the same OS so when they brought in the new one they used some software to download all of my settings and put them all on the new computer. The new computer was allegedly a Windows 10 computer that had 7 installed on it as we use some specialized programs that don't work with anything beyond Windows 7.

My peripherals did not change during this transition. I am using a (fairly old?) Logitech MK320 wireless mouse and keyboard combo. The USB ports on the new computer are all USB 3.0, which I believe is significant as the previous computer did not have USB 3.0.

The issues:

The first problem that I noticed was that there was some severe mouse lag coupled with an inability to use the middle scroll wheel to scroll. The scroll wheel button works, however. Next, the USB ports won't detect any portable memory (thumb drives). Finally, when holding down any of the keys on the keyboard and moving the mouse around I will experience really intense system lag and audio stuttering. The last issue is the biggest as it severely inhibits my ability to work. I could live with the others but not the last.

Incidentally, we got another new computer that had no settings transferred from a previous computer and the mouse and keyboard work fine.

Solutions that I have tried:

Uninstalling and reinstalling all mouse and keyboard drivers. This didn't do anything.
A newer Logitech MK330 wireless mouse and keyboard combo. This didn't help.
A wired USB mouse. This didn't do anything. The wired mouse acts the same way.
A wired USB mouse with a PS/2 adapter. The computer won't even detect it.
A USB 2.0 extension to move the wireless mouse and keyboard receiver. This didn't help.

I am all out of solutions and fed up with this thing. We're hoping we don't have to start over from scratch but if I must I will.

Hi Operator,
W7 does not have any generic USB3 drivers.
You have to load your own, (ie for any usb3 device you use you must load drivers that came on the relevant CD.).

If you goto device manager i suspect you will see 4 yellow ! marks.
These are the drivers you will need to update..

As your running from a remoted comp, you may have to gain clearance from your IT Admin, or your 3rd party AV people, although you have made all the right moves, i suspect this is the case
