Keyboard and mouse dont work in startup

I just installed a new MSI z170 m3 motherboard and cpu, switching from AMD. The keyboard and mouse I am using are working and lit up in BIOS, but my computer is in need of a system restore. Once I enter that startup repair sequence, my keyboard amd mouse stop working. I tried installing them in every usb port and nothing worked. I tried reset bios amd clear cmos and replacing mobo battery. So my user interface only works in bios. Nothing else

Keyboard and mouse dont work in startup repair. Launcing windows, going into safe mode and disabling driver signatire enforcement causes a bluescreen and crashes the computer. Ive tried using multiple user interfaces in usb 2.0 slots, but they only work in bios and the windows error recovery screen.

In my motherboard settings, I enabled windows 7 installation, even though it was already installed, it worked. I am able to use my mouse and keyboard in startup repair
