chkdsk, does it check empty sectors ?

Does ChkDsk check empty sectors?
I have run ChkDsk to "check only" a brand new (unused) 2TB HDD.
The scan was all over within <5 seconds.
Does ChkDsk only check occupied sectors ... files/folders ... or does it check all sectors ?

So chkdsk only scans system sectors -- not data sectors ?
- but the D: drive is not system drive
How can chkdsk "fix" system sectors if the system is in use ?

The disk I checked was/is a new empty Seagate Expansion pocket 2.5" spinner

Why I want to scan a new drive:
Two months ago I purchased an ADATA 2TB portable HDD, formatted it to NTFS (mostly to remove the "extras" on the default single partition) ... copied a bunch of MP4 movies onto the ADATA ... 60% of disc capacity ... connected the portable drive to our "smart TV" and have been watching a number of the MP4 videos for about 8 weeks.

Then wanted to copy some more MP4 videos onto the ADATA.
- WinExp recognised the ADATA drive letter but when the drive was opened WinExp locked up
- the same result on 2 other PCs
- required Task Manager to escape from WinExp
I could open the drive in Bootable MiniTools (Linux Ubuntu) and view the contents ... but I abandoned the investigation because I had a back up of the contents on the ADATA device.

I would like to do a disk integrity check of the new Seagate before loading anything onto it.

Is there an app to scan an entire drive ?
SpinRite will do it but at us$100+ [ouch!]

Just found this ancient 2008 tutorial by Brink How to Run Disk Check in Windows 7
- at a glance it looks like I have to select the target drive in "Computer" and check disc from there
- I thought by running chkdsk D: in command prompt I would get the same result
