keyboard language does not match keyboard

My WIN7 Ult offers only two keyboard languages at present – English UK and English United States International. Neither of these are suitable for my keyboard – e.g. the “ and the @ are reversed and to get # needs a back-slash. When I log in these changes do not apply! Now this is all new – the problem began a few weeks ago. I think I was using a different English United States language, but I don’t have it at Control Panel/Change keyboards. It’s more or less certain my keyboard is a standard US keyboard (I live in the Philippines). What is the language I need and how do I get it?

No indeed - as I said "but I don’t have it at Control Panel/Change keyboards."
