The other heat sink I'm talking about is the one I pulled off the other board it actually works better than the Intel the issue is it has screws not pins

It should have a back plate behind the motherboard to screw into.

You don't want any plastic sheets in there. I'm guessing it's just to protect from scratching before things are assembled.

If you are using a cooler that mounts with those hopeless Intel push-pins, it can be deceptive and appear to be mounted properly when it isn't in reality. It's easy to just get 3 of the 4 corners mounted right.

You should mount the cooler outside the case whenever possible. After you think you have the cooler mounted right, turn the motherboard upside down and make sure you can see all 4 of those black push-pins protruding through the motherboard by the same amount--maybe 1/4 of an inch.

If you are NOT using a pushpin cooler, you are better off. It's harder to do it wrong.

Some pastes do require curing to do their best job, but you aren't likely to see a big difference after curing. Maybe 2 or 3 degrees.

You have to realize that ambient room temperatures and case construction and airflow play a major part in temperatures.

I would not agonize over temps unless heavy load temps were above 80 degrees over an extended period of time.

Where did you get the installation disk/ISO file used to make it? Are you using a DVD or did you make a USB? That is in many cases a bad download or burn to disk/USB.
