New pc case and mobo p5b-vm do green light on board

    It's "load setup defaults" on the exit tab and yea I've hit that more than a few times and that screen still comes up

    So it beeps once before the screen turns on and once when that screen comes up

    That's probably normal. The first beep is telling you it has completed POST (Power On Self Test. BIOS has completed it's function). I imagine the second beep it showing an error.
    Does it say press F1 to enter setup?

    Can you boot into windows? And after you loaded setup defaults, did you save the settings?

    do you have another keyboard? That is why you are getting that screen. Switch keyboards or try to plug in your keyboard to another USB 2.0 port.

    Yes I can boot into windows I can enter bios using the delete key and yes I set up defaults and saved multiple times

    Also I've tryed at least most slots with that keyboard same message and this is the only keyboard I do have

    I found another key board lying around and it's the same message I also tried starting it without one at all and got the message
