Assortment of Difficulties with OS Files (Supposedly)

Hi! This is my first post, so I hope that I'm putting it in the right place.

I've recently discovered a whole slew of difficulties with my custom built computer. You can view my PC specs in my profile (I think), so I'm not going to list them here. These problems include, but are not limited to:
  • Can't check for updates (Windows Update)
  • Can't reboot
  • Can't shutdown (Hangs on "Shutting down")
  • Can't backup computer (Shadow copy failed, or something of the sorts)
  • Can't set a restore point (Shadow copy failed)
  • Can't run SFC /scannow (Windows File Checker, or something of the sorts)
  • There are no restore points (there were some previously)
  • I've already tried using my media install disk to check for "problems" when booting
  • Can't uninstall programs (Unless it's through Steam. I can't uninstall through Origin, or Windows, it just hangs there.)
  • Network speeds are significantly reduced (Takes ~10 seconds to load Youtube, compared to ~2-3, and Steam's downloads are anywhere from 0kb/s to 80kb/s)
  • Can't upgrade to Windows 10 (It just hangs at "Creating a restore point...")
  • Origin's window is minimized without the option to make it larger
  • Network settings have been messed up (I now have to put the DNS & the local IP to manual, otherwise it doesn't see where my router is located on our network)

Safe Mode:
Booting into Safe Mode seems to fix SOME of these problems, but I have not tried SFC /scannow in Safe Mode. I'm getting quite annoyed, because the free upgrade to Windows 10, from Windows 7 (What I'm running), ends in four days. Booting into Safe Mode does not fix the internet connectivity problems. Side note: When I set the IP & DNS to Automatic (in Control Panel), through the router's control panel you can no longer see my computer. I have previously assigned my computer a Static IP on the network (, but I "forgot" the network, so my assumption is that it reset.

These are the things that I've tried:
  • Booting into Safe Mode (listed above)
  • SFC /scannow
  • Restore point
  • Using media disk to check for problems
  • Upgrading windows (GWX)
  • Letting my computer sit on the "Shutting down..." screen, once I let it sit there for 18 continuous hours, it ended up fruitless.
  • Event Viewer to see which problems have occured, or hung. I've tried to google these, but none of the solutions seem to work.
  • Running virus scan (Kaspersky Virus Scan couldn't complete because it stayed at 1%: "Checking memory..." for 12+ hours.

And that's it for now.

I'm really getting angry, and it'd make my day ten-thousand times over if someone could help me work through this.

sounds like faulty RAM.
Alternate/Try just using 1 of the RAMsticks, and make sure the configuration is correct.

I'm soon considering to just reinstall the operating system now that school is out and I have some more time on my hands to reinstall all of my data.

Hi, according to your system spec's your RAM config may not be ideal. I.E. Ram needs to be matched for compatibility.
As Roy has suggested will show this.
Also your Antivirus is not ideal either and Virus could be causing your issues.
Virus can be sitting in RAM and Kaspersky is having a hard time with it.

Got a WD Blue which supposedly has 300MBps transfere.
I have a Western Digital Blue HDD which supposedly has a transfere rate of 300MBps, but I have just backed up my user folder and noticed that the tranfere speed was only at 30MBps, why doesn't it use the full 300MBps?
