You need

Power Supply
CPU with Heatsink/Cooler
Hard Drive
Video Card *
Optical Drive (DVD drive)
Speakers (optional)
License for Windows : if you choose to run Windows.

* The video might be integrated into the mobo depending upon which mobo you get. Also, the mobo will almost surely have a Network Interface as well as onboard sound these days.

If you get a retail boxed comes with a heatsink/fan included. If you get an OEM CPU, you likely have to buy this separate.

Well, it depends on what you need, but the list goes something like this:

Compatible CPU
Compatible RAM
Hard Drive(s)
Video Card
Optical Drives
Keyboard & Mouse

Plus any extras you might need (Sound Card, Card Reader etc.)

BSOD non - stop comp rebooting and beeps after and comp freezes
