USB-C speed

i thought that USB-C has USB 3.0 specs but according to this article the apple LG 4K display

Apple ships first LG UltraFine 4K Display orders ahead of MacBook Pro w/ Touch Bar

Quote:
On the back are three USB-C ports limited to USB 2 specification speeds.
`
whats the reason for reducing the speed to USB2.0 why not use USB 2.0 then

i visit appleinsider becaue i love apple its a great company their products are awsome but i never bought apple products because they are too expensive and makes too many changes leaving older products in cold

however i worked at company where 3 different OS was being used. mac, windows and solaris, there i saw iMac, airport, apple display mini mac for the first time in my life
`

according to this article USB-C can power laptops i dont understand how it will power the laptop
