How can I get permission to save downloads to logical drive

I did a clean install of Windows 7 and created a Logical Drive in the same Primary Partition. There is only one problem. When I try to save downloads from the internet directly to the Logical Drive, I am told that I have no permission to save in that location. Please see attachment. I can save to that location if I create a folder there and save in to the folder. I am the Administrator and Disk Properties show that I am the 'Owner' of this drive. What can I do to save directly to the Drive without creating a folder there.

Thank you. The message also says 'contact the administrator', which gave me the idea that it can be done if I know the way to do it

Is the Drive itself protected even when things are saved to a folder in the Drive?
