"Windows cannot connect to the printer" "Operation failed with error 0x000003eb"

I am the Print Administrator at a health care company. Recently, we've been receiving a lot of these errors when people try adding network printers to their computer. In the past, the end users were able to delete a printer and add it back. Now this is no longer possible. When they delete the printer, now they have to also delete the driver as well before attempting to add it back. We run a print server with Windows 2008 R2 on it with over 225 network printers.

We have a network run command that adds printers to people's computers. Anyone have an idea why this code has become an issue as of late? Our network printers run from a handful of Dells, a bunch of HP's and a ton of Xerox machines.
