Dell Precision 690 Server Boot Issue

I have a Dell Precision 690 Server that appears to have a SCSI controller. The server also supports SATA drives and currently contains 2 such drives. The system does not boot cleanly into Windows. It goes through the boot procedure and displays messages stating that it cannot find SATA 0 or SATA 1 then gives the option to press F1 or F2 to run setup. When I press F1 the computer continues to boot into Windows without any issues. Despite my best efforts I am unable to get the machine to boot cleanly into Windows. My experience with SCSI controllers is limited and I'm not sure how to correct this issue. I know the machine is outdated but it still has a lot of processing power. It is a dual processor machine and has considerable memory and video power. I would very much like to correct this boot issue so I can do a clean install of Windows and drivers. Any assistance you can provide would be appreciated.
