Windows 7: usb copy speed too low

Win 7 home premium 32 bit
usb copy speed too low

yesterday when i tried to copy 7 mp4 files consisting of 777 MB from usb to hard disk, the copy speed was too slow, 1MB/second

today when i tried to copy the sames file, the speed was reasonable 19MB/second

Slow Copy speed
I do Copy file(12GB-backup PC) from HDD PC to external USB HDD (iOmega 1TB) - speed is about 980kbytes/s, but when I do Copy same file from iOmega to HDD PC - sped is about 49000kbytes/s. I do copy with Total Commander. Why is different copy speed?
