I'm even willing to pay something to anybody who can guide me to successfully recover this 2nd partition, i'm not a leech but my knowledge and the research i did doesn't allow me to solve this issue

You will have to contact someone local to you or someone who you can send the hardware to - Hands on access is an essential for this kind of work. And be prepared to pay a lot of money for this kind of service it can easily rise to hundreds or even thousands of dollars

as i wrote there's nobody near me with this knowledge...and i'm quite sure from what i read it's not hard nor expensive at all...just need to modify the partition table and tell windows that after the first partition there's just one as it was before.

To do what you want you would need to hex edit the disk beofre doing anything like that you need to clone the drive and work on the clone so you have a roleback option this gives you an idea of what is needed Active@ UNDELETE. Disk editor tool - YouTube
