Windows has a CMD very powerful that can help to see what's wrong.
powercfg - Wikipedia

Run on a CMD window

powercfg /a
to see what kind of sleep state

powercfg /devicequery wake_from_any
to see if mouse and / or keyboard are on the list

I remember running a few of those commands - IIRC, my system support S3. And the only device listed under wake_from_any was the internal 56k modem for some reason...

Edit: Actually, a lot of devices are returned using that command, none of them being my keyboard or mouse though.

Yeah, unfortunately I've been through that too... The keyboard's device manager property page doesn't have a Power Management tab (neither does the mouse/trackpad), BIOS is updated, updated software and drivers are all downloaded to the best of my knowledge, Windows is completely updated, I tried running HP Support Assistant once and didn't find anything, and I ran the Windows Power Troubleshooter which didn't find anything wrong.

For the 8/10 troubleshooting, it looked mostly the same as the Windows 7 version, but the Management Engine Interface was a new addition. Unfortunately, it seems to be for Desktop boards.

Edit: I take back what I said about running the powercfg /devicequery wake_from_any command - that only the modem was being returned - actually, a lot of devices are showing up, including the modem. USB hubs/devices, various Intel chipset devices, but not my keyboard or mouse.

While searching the web I found this, which might be worth trying. As you already have Hibernate Off, you might need to enable it beforehand.

"Most sleep and hibernation problems can be fixed by doing the following:-
Open a command prompt as administrator.
At the command prompt, type powercfg.exe /hibernate off, and then press Enter.
Restart your system.
Now go back to command prompt (as admin).
At the command prompt, type powercfg.exe /hibernate on, and then press Enter. (that is a space between exe and /)
This should resolve the problem whereby a computer will not resume from sleep or hibernation".

If that fixes the problem it seems that Hibernate has to be on & disabling it has also disabled the wake from sleep. Anyway it's worth trying as it might work. If it does work having Hibernate available doesn't mean you have to use it.

No luck... I ran the command, verified that hiberfil.sys was removed from the system drive, then rebooted. I ran the second command, verified that the hiberfil.sys file was replaced, and rebooted again just for good measure. Once I was back, I tried sleeping... and still no wake up from keyboard or mouse. The keyboard also still doesn't have the Power Management tab in device manager that it is supposed to have, I guess.

Go to HP site and download all drivers and install them.
Update your BIOS.

tgp1994. Do have a look at that HP website posted by Megahertz07 as one of the items is an update for Power Management. This is the one called "Software System Management" & is the second last one listed. Click on the Details tab & read what it says.

Oh, the System Default Settings download? Yeah, that was one of the things I installed. I just ran the installer again with the Repair operation just in case (and rebooted), sadly no luck. As far as I can tell it just adds another Power Management template and selects it as the current power plan, but darned if I didn't jump on that when I saw it in the downloads section! Thank you guys both, @Megahertz07 and @Ranger4 for your help thus far.
