Laptop Touchpad Uses Same Speed Controls As Mouse For Cursor

A laptop touchpad and a mouse are two separate pieces of hardware, yet it appears that in Windows 7, the same speed controls that control one, control the other?
I have read to solve this all you have to do is install the specific drivers for your touchpad.
I did this and it still uses the same speed controls for how fast the cursor moves on screen.
I would like to be able to achieve two separate speeds without the need for a 3rd party tool, does anyone know if this is possible?
I have found a 3rd party tool that does this, but to be honest I really don't want to have to use it for a simple task like this.

Am I missing something, or can this not be accomplished in Windows 7 itself?
