I'll try

It was a broken wire inside the cable, at the point where the cable exits the mouse case.
What I did to fix it:
- Disconnect it from the computer.
- Open the mouse. The screws may be under a label or the sliding plastic.
- Cut the wires about 1 inch from the board (or connector).
- Cut the 4 inches of the cable.
- Joint the wires (from cable to those on the board)
But it works perfectly on other computer without bending and etc... It only occurs on my laptop Also, I bought it 6 days ago

If it's new, how to explain that it works bending the cable.
Did you try same mouse on a different USB port or a different mouse?

That's the big question to me too. I tried it on other computers and it works perfectly without bending, but when it comes to my laptop, I must find a right place and it will work suddenly. When I don't place it correctly, the hiccups are coming back. As what I said in my first post, it only happens on ALL WIRED MOUSE, I got no problem on a WIRELESS MOUSE.

The only thing that I could explain is that maybe the electric current is not flowing properly making me to place it correctly to make hiccups gone. Btw, this laptop is already 8 years old but it runs smoothly. It has 4 ports but only three of them works fine. I can plugged Flash drives and charge phones and etc on the remaining three ports, but when it comes to a wireless mouse, hiccups occurs.

The electric current for a mouse is much lower than for charging phones.
Normally over the touch pad you have a switch to turn it off. Try it.
Sorry, can't think anything else to help you.
