auto keyboard lock

Every time I reboot my system the wireless keyboards don't work,( i have 2) mouse works fine.
To get keyboards to work I must hold down the shift key for about 15 sec then it's fine until the next restart

any ideas?

Second keyboard is brand new. Bought it because when this stared I thought the first was broken

When I reboot there is a beep for every keystroke but no letters. I hold down the right shift until it beeps twice then I can type and the keystrokes are silent

There are some chances that it could be clashing with other wireless device's driver being in use for the system.
But I tend to think it has to do something within Window's base files related to drivers.
This is given that your previous keyboard was also experiencing some problems, now then you got a newer keyboard, and seems to still face some issues.

List of ideas to try:

1) Check Event Viewer Logs (see if you have any records that would lead you to the problem
2) Maybe you could do: sfc scannow command in Command Prompt (Admin) - hoping to correct any corruption that may be affecting some driver's stability
3) See compatibility of keyboard's driver with your system (simply double check it)
4) Check settings of "ease of accessibility" - and if you don't use it, maybe you could disable it, as it has some key commands that enables it (maybe some problem occurs there)
5) If you have some app controlling some settings for the keyboard , try looking at it, and see if it offers you some "unique" options on how it would be processing communication between system and device.
6) You could manually search for driver's version on keyboard and try installing a different one to see if it helps.

I hope your event viewer contains a record of some issue occurred, because knowing the problem's ID you can find more resources on tackling the problem you are experiencing.
