Windows was unable to format USB or any other device

Hi I have an HP Notebook Rockstar and this is my System Info :



Whenever I want to format an External hard drive or a USB a receive the message that says : "Windows was unable to complete the format." So I tried the Disk Management method and it says :" The format didn't complete successfully", then I tried the DISKPART method going to CMD>DISKPART>List Disk> Select Disk 1 for example>Clean, then it say "diskpart has encountered an error: access dinied see the System event log for more information". I'm so frustrated and I don't know what to do, I did the same first method on my friends Laptop and it worked perfectly without any problems. I will be waiting for your suggestions thanks alot!
PS : I even tried to remove write the readonly by using DISKPART and it says that the disk attributes cleared successfully and I still can't format.
