Yesterday the power went off in my sisters house, since then my nephews PC wont turn on i had a look this morning and the fans, motherboard and graphics card lights are coming on but the PC itself isnt coming on - i suspect it could be the motherboard but i thought i would ask if it could be soming less costly

Not coming on how no display? It's possible it's just graphic card problem can you try another display adapter. Have you cleared the CMOS that may kick it back to life
It could also be that one of the rails in the PSU was damaged by a power surge. It might be worth trying to swap out a supply temporarily, if you have a spare, or can get access to one.
Take the power cable from the wall outlet, wait 1 minute and try to power on again.

I think the vast majority of people who had this problem came to the conclusion it was the motherboard. A new PSU could rule it out though. What type of PSU is in there now? If it's a cheap off brand one then chances are the motherboard has been damaged.
There are inductance on the distribution lines and they are under load. When you have a power failure it means that a circuit has been open the inductance generates voltage spikes. @Mellon Head is right to say that, maybe, the PSU was damaged by a power surge.

Some motherboards like mine have built in protection. And when the voltage gets to high it trips it to protect the motherboard. Resetting the bios resets the surge protection on the motherboard.
