CPU Core Temperature.
As you can see in the screen shot one is my default Asrock hardware monitor and the other is Core Teme 1.12.1. One says 33c and the other says 14c! A vast difference. So which one do I trust??

No load CPU temperature should be about 10ºC above room temperature. Unless your room temperature is ~4ºC.....

33ºC seems more normal for a CPU than 14ºC. You can install 3rd software of this kind and see what it says.
Vishera cores always read 20C lower than they actually are on most software, in my experience with mine and others.
It's just a weirdness of AMD that no one wants to correct.
I would believe the Asrock utility before CoreTemp in this case.
Temperature measurement is somewhat problematic. The problem is that there are no firm standards for temperature measurement hardware so manufacturers are able to do this however they please. To get reliable results software must attempt to determine the hardware used. This is not foolproof and mistakes are made. This can result in impossible numbers. With normal cooling methods it is impossible for CPU temperatures to be lower than ambient. That's physics.
