    Why does my modem always have to reboot twice?


    System - Windows 7 -64 bit OS, 1.86 GHz CPU, 3 GB RAM


    I have a Motorola Surfboard modem and cable Internet service. When there's a power outage or I just want to re-set the modem, when it boots up, it gets to the PC Activity light (circled in the attached photo) and blinks like maybe 30 times, then all the lights go off, then it starts booting up again. The second time it boots completely. Is this normal or most a problem with the modem, my computer, the signal or my ISP in general?

    That is a modem process, not related to windows.
    What I see on mine (different modem) is that the modem must boot fist and then the PC connected to it (Cable or WiFi) or the PC wont set the correct DHCP - Dynamic Host Configuration Protocol - Wikipedia

    Also this:
    Fist boot (cold boot) the modem loads some configurations from the ISP and reboot.
    Second boot (hot boot) it boots using some configurations from fist boot.
      My Computers
