Scroll Wheel Gone Crazy

About ten days ago I began having trouble with the scroll wheel on my mouse. I'd scroll down, it would pop right back up to where I started. If I scrolled extra far it might pop up only partway to where I began. Maybe one time in ten it will actually do what it is told.

It did this across all applications: Browsers, Word, Explorer windows, you name it.

So I went out and bought a new mouse and installed the latest drivers. This did not solve the problem. I got out an old mouse which I has used for quite some time without incident and got the same thing.

What I have done:

1) Scanned the registry for old mouse software and cleaned it if necessary
2) Made sure that all old mouse software was gone. (There wasn't any; I am meticulous about cleaning out old crap.)
3) Run SFC - no integrity violations found
4) Removed all mouse-related devices from Device Manager and let Windows find them again
5) Removed and uninstalled a Logitech G-13 game controller which had a mouse emulator built in
6) Changed every daggone setting possible in both Control Panel's mouse settings and the Logitech settings program. (My new mouse is an M720)
7) Yanked out a bunch of my hair and kicked my dog. (Not really, but it's been close.)

I'm considering reinstalling Windows but hate to have to re-do so many things I have customized over a silly scroll wheel.

Any ideas would be very welcome. I would thank you and my dog could rest easy again.

Are you using a good AV. Your System Specs don't show an AV. This problem can be caused by a virus or malware.

There are a lot of AV programs to select from.

Yes, loaded 24/7 with regular scans. I also supplement it with Malwarebytes about once a week for a second opinion.

Mouse with toggle switch instead of scroll wheel?
Does anybody know of any new computer mice (mouses? meeses?) with a toggle switch instead of a scroll wheel? I have a Sony mouse with that arrangement but the left click is getting a bit erratic. I suppose I could replace the switch but it would be easier to get a new mouse when this one...

So on windows 7 apparently every website has to have the smallest font possible, so I have to use the ctrl + scroll wheel trick just to be able to read anything at all. Is there any way to make legibility permanent? I've been through the font size settings, dpi settings, etc., they all end up...
